Dell's usually come with a recovery partition - on the hard disk but not visible when using windows.
When booting up - black screen with white text time- there should be a key you can hold down to access it (my last dell the key was 'Delete' )
This should give you a variety of options to fix things, but sounds like the simplest in your case is to do a factory reset - it will wipe the main partition on the hard disk and re-install windows from scratch. you wil lose everything you have on the machine (but you say there is nothing needing saving), and you will have to re-install any programs you installed after you bought it.
This is the 'nuclear' option, but it is also the easiest and most likely to completely remove the problem.
I have tried everything and realise that I need to do a clean install.
Where will I get the drivers from?
I have the backup discs that we created when we first got the laptop. Will I be able to get them from there?

It's not working from the cd, as soon as the cd is removed, the laptop crashes again.

I encountered this problem(although not sure about the code being exactly the same) and I think it is just a generic Windows 7 error message when the system encounters a hitch. In my case, after hours of trial and error I found the problem was caused by my sata dvd writer. Initially I though it was my boot drive failing but when the dvd writer was unplugged Windows booted up just fine. It continued to do so when I hooked it back up as well so maybe it was not plugged in correctly. I am just guessing here but I think somehow the dvd writer connection was causing the rest of the system to go loopy it needed to be reconnected to put it back on the straight and narrow.
The op should check all the drive connections and consider the possibility that one of those drives might also be faulty.0
