he put petrol in, just in the oil sump and not the petrol tank

so you bore the hole with the handle thing to insert a strip in the hole? that cant be legal tyre pressure could blow the plug out

3 pages for a flat tyre! Jack the car up. Take the wheel off. Get a lift to the local tyre services and get the tyre replaced / repaired.
If that's beyond you then hand in your driving licence and take the bus.
