    If he's subdivided rooms as much as you say, then it's probably in breach on environmental health grounds alone-for example has he created extra rooms without windows?
    You cannot object to his property just being a tip though, even if it is.

    Even if the steel was put into the party wall, there is nothing that the OP can do now if a PWN was not served at the time.
    There is no procedure for enforcing a PWN other than taking a civil action and obtaining an injunction at the time.
    All he can do is advise building control that he believes that structural work has been done without approval, and let it take it's course.

    It's not in the party wall, it's in a wall between his kitchen and lounge. Any extra rooms he has created all have windows.
    If you brick up a doorway, do you need to contact building control.

    No, because it's not structural, assuming you leave the original lintel in place.
