Sadly, anyone can give out an invoice. It doesn't make the charges automatically payable though. Only a court could decide that.

In your case, court won't happen, in fact nothing more will happen if they cannot get your mother's name and address from the DVLA.

  • This thread has grabbed my attention.
I too received a ‘Parking Charge Notice’, on the same day as LokiMissChief.
The fees / penalties are the same.
I parked in a quiet little road with a number of signs erected stating ‘PRIVATE RESIDENTS PARKING ONLY’ – the sign said the car parking area was managed by ‘A.S SECURI-T LTD’. ( The notice is asking for payment payable to ‘A.S. Securi-T’ )
I was in my City Council vehicle, and perhaps wrongly, I did not deem myself as ‘unauthorised’ to park in the area.
I did not park on double yellow lines, nor was I causing an obstruction.
However, after returning to my vehicle, which I estimate was literally 4 minutes, a notice had been placed on my windscreen.
I realised it was there as I was driving away, I returned back to the location immediately – but no one from ‘AS SECURI-T’ was there.
My notice indicated that I had no permit to park where I did, but as I mentioned earlier – I believed I would not be deemed as unauthorised to park there.
Would the same advice be applicable to me as LokiMissChief ?? I’ve been scouring the internet for information, so I would appreciate any comments.
    Thankyou

This company cannot even get your/the Council's details from the DVLA as they are currently banned from accessing it - they are part of VP Parking. They can't get the data after the ban is lifted either.

What you absolutely must NOT do is appeal (and of course don't pay!) because you'd be handing the firm your details as driver on a plate. They know nothing at all right now and cannot send letters to anyone at all. They are scuppered.

NEVER PAY A PRIVATE PARKING TICKET. EVEN TO A FIRM THAT COULD GET YOUR DETAILS.

Although you do need to be much more careful when driving a vehicle where the registered keeper is not you, because if this had been a private parking firm that could still get DVLA data then you may have found the Council may be stupid enough to just auto-pay these and deduct the money from your wages (wrong but it happens). If ever you get another one, never pay it but come & check on this forum each time in case it's a firm that can get DVLA access (if that had happened we'd have told you to appeal so they write to you instead and you could then ignore the scam like everyone else with half a brain).

But you are lucky that no letters will even be possible in this case, from this sorry bunch of chancers, so your ignoring will be even easier!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Glad you didn't appeal to these scumbags. :T

But do remember that most PPCs can get DVLA data so be careful when it's not your vehicle or these scam invoices just get paid, we've seen it loads of times with company or hire/lease cars. So appealing to hook the scam and threatograms in your direction - to ignore - would have been the right thing if it wasn't for the DVLA ban.

When it's YOUR car it's easy to ignore a fake PCN though. I have ignored two, my 18 year old niece has ignored half a dozen since learning to drive as she knew about this scam from me. She gets debt collector letters about these fake PCNs every so often and laughs at them like I do.

  • Just been told these guys are giving out tickets like candy,
(3 within a fee minutes) there's a shopping area where I live and people have always parked there to go to any of the shops but apparently the land is owned by the one particular shop that gave my mum the original fine and they're watching people like hawks, if they go to another shop they're being slapped with tickets. Bloody awful they are

Well you know what to do, and that is stop shopping in this shop, and encourage everyone else , they will learn soon enough that its very boring and not at all profitable to try and scam people who maybe have shopped with them. Also you could start slapping on these if you wish lol

Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?
