Parking charge notice A.S Securi-T?

Hey guys, after some advice please for my disabled mother,
She has just recieved a 'Parking charge notice' to the tune of £70.50 (if paid within 14 days) £94 thereafter on behalf of A.S Securi-T. She was on a private carpark outside a local shop and parked in a disabled bay. Unfortunately she was outside the designated lines, to be fair the bays are very close together and I didn't notice either =(
I have been trying to look online whether or not she should pay this, as she is not really in any position to and the advice I keep getting seems to be conflicting as there was a change in the law in October that I'm not really sure about?
If anyone could help I would be very grateful, thank you xxx

Name & Registered Office:
AS SECURI-T LTD
PO Box OFFICE 70
151 HIGH STREET
SOUTHAMPTON
HAMPSHIRE
UNITED KINGDOM
SO14 2BT
Company No. 05510810

Status: Dissolved 19/07/2011
Date of Incorporation: 18/07/2005
Country of Origin: United Kingdom
They are dissolved and so cannot trade.
They are also not members of the BPA AOS so cannot access the DVLA for registered keeper details so cannot get your gran's address.
The law change didn't actually change much - the tickets are unenforceable anyway, but given that AS Securi-T are dissolved and not AOS members then you're even safer to ignore than most.Je Suis Cecil.0 -
Can you show me the links for this conflicting advise?, i have yet to come across any advice which says you should pay but please do show us
The answer to your question is no your friend should not pay at allFor everthing else there's mastercard.
For clampers there's Barclaycard.0 -
They trade under VP parking solutions who are AOS members but are/were banned!
Edit: Banned till 17th December so extra safe to ignore!0 -
dont worry, all your mother has recieved is a FAKE ticket/invoice, impersanating the real thing, which is a PENALTY charge notice=genuine,,,your mum has the fake one=parking charge notice=fake/con/fiddle/scam,in other words bin it or light your bonfire on nov 5th with it,,do not worry, relax, chill, feet up, enjoy a piece of parkin????,nothing can/will happen as a result of this.0

So if your mother does get anything through the post, then come straight back here, as AS Securi-T/VP will have been very naughty boys, and there are plenty here who would love the chance to dump them in the poo. They trade under VP parking solutions who are AOS members but are/were banned!

LokiMissChief I hope you understand what this means. This company cannot even get your details from the DVLA as they are currently banned from accessing it. They can't get the data after the ban is lifted either.
What you absolutely must NOT do is appeal (and of course don't pay!) because you'd be handing the firm your details on a plate. They can't write to your mother at all so this can be filed away - take it away from her.
If the registered keeper does somehow get a letter please come straight back here as they will have used illegal means to get the data.
And there is a simple rule. NEVER PAY A PRIVATE PARKING TICKET - even if a firm can get the DVLA data and if they send desperate letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hey again everyone, thanks very much for your replies, I think it was reading (https://www.honestjohn.co.uk/faq/private-parking-penalties/) that made me think it was now enforceable but I might have misunderstood the information, also a few forum posts elsewhere.
It does say to make payment to A.S. Securi-T and that it is 'issued for and on behalf of A.S. Secuti-T office 70, 151 High Street, Southampton, Hampshire, SO14 2BT' how can they still be issuing these if they ain't allowed to? Seems crazy to me x I have advised her to ignore it, think she's a bit worried about having them involve the courts / debt collectors but from all the answers here that seems very unlikely? Thank you again for all your help xxx0 -
Sorry coupon you replied as I was typing (slow typed on my phone lol x) thanks very much for the advice, I have taken it away and now have it at my house, if they contact her I will come straight back on here xxxx thank you all so much xxx0

It's impossible if they can't get the address from the dvla, so make sure no contact is made. And they are not barred from giving invoices just they can't do anything unless someone pays or enters their bogus appeals with their addressExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -
Aaah I see, still think its daft that they can give the invoices? But very thankful they can't do anything xxx thank you xxx0
