I shouldn't really write things on here when I'm not concentrating.
However if a merchant refuses to take a card due to it not having a chip they are breaking terms and conditions that mastercard, visa, amex and discover have in place. The company/merchant who refused to take the card can face penalty if the problem is bad enough.
Solution.
Get rid of chip and pin. it is risky and full of fraud. it also shifts the losses of a fraudulent transaction from the bank to the card holder where a card holder present transaction is completed with chip and pin.
We really should just have swipe cards, there was never anything wrong with them,0 -

I asked him why he doesn't have chip and pin and he told me "no bank in the US would issue chip and pin because of the high levels of fraud! Chip and pin isn't safe" !!

Funny how we still see counterfeit cards in the US. Yet here in the UK we don't..... Unless they are chipless cards in the 1st place.

I was under the impression that if your card does not have a chip then most will swipe it. I would suggest you open a UK bank account and have your money put into it.
I have a US bank account and my card does not have a chip, however I not had any issue using it.0 -

Actually dear chip and pin cards can be used fraudulently. There has been lots of programmes on the news and tv shows. Have a look on youtube.
