it would be unlikely to show a green adsl light attached to your neighbours phone line, as the credentials are wrong - are you able to try a different phone on yours?

Do you have any other phone sockets in the house which have something connected to it/them, but which don't have an ADSL filter?

It's only the phone which must be filtered, if you've double filtered it then that may be the issue.
Additionally you must fit a filter on all other active extensions, and this includes any connected Sky boxes, fax machines, etc.
Retest connected to the BT test socket with a known good filter. This will isolate all the other extensions. If it's then OK, you know that it's a filter or extension issue.
