it would be unlikely to show a green adsl light attached to your neighbours phone line, as the credentials are wrong - are you able to try a different phone on yours?!!

Do you have any other phone sockets in the house which have something connected to it/them, but which don't have an ADSL filter?0

Have tried a different one, not new though.
Phone and router are on different filters
It's only the phone which must be filtered, if you've double filtered it then that may be the issue.
Additionally you must fit a filter on all other active extensions, and this includes any connected Sky boxes, fax machines, etc.
Retest connected to the BT test socket with a known good filter. This will isolate all the other extensions. If it's then OK, you know that it's a filter or extension issue.No free lunch, and no free laptop
