PCN for STOP on single yellow line

Hi there,
I've got PCN from Westminster borough which description said: parked in a restricted street during prescribed hours. I'll explain as short as I can what happens. I stop for a break on a single yellow line and there weren't any signs to say that I can't stop or unloading restriction, just single yellow line. I stayed in my van when one of Civil Enforcment Officer( CEO ) came to the van from the back side and made a picture on my tax disc. I open the window to ask him is that a propblem to stay there and the answer was : you don't have right to be here. I start the engine to move my van and at the same time the CEO threw trough my open window PCN. I challenge that and explain the situation but it was rejected. I've got few questions : what to do of course , but like I said I was STOP there and PCN is for PARKING and that's not the same. Also the way how I've got the PCN is abusive and ridiculous . Btw when the PCN was threw the CEO tool my attention from road to what his done which is dangerous as well.
Please give me advice what to do, oh I forgot to say that 28 days are expired and now I have to pay 130£ which I don't have it

  • A pity you were not able to get here sooner. quickly visit pepipoo.com and ask there, they are more up to date with Westminster. Answer all questions as quick as you cak but it may be a pay job as you have left it late.

    I think the OP somehow believes that because they didn't get out of the van, that means he was StOPPED and not PARKED. How long was your van on the single yellow line before you drove off?

    Put a photo of both sides of the PCN and all pages of the rejection letter, in a new topic on the pepipoo forum:

    You will also get a Notice to Owner soon if it is your van, so show them that as well, all pages, when it arrives as you will need to respond with a formal appeal which pepipoo can help you with, so don't delay, post there asap with your pictures!

    Is it your van or a company-owned van? If it's a company van will they let you handle the formal appeal and take responsibility on their behalf - or will they just pay it when they get the Notice to Owner, and deduct the money from your wages? Bear in mind the PCN is the responsibility of the owner, is that you?

    Just to explain few things: Why do I believe that when I'm in the vehicle is stop: because you've got 2 different signs for no parking and no stop and there is explanation what is the small but main different between both.
    The vehicle is company car but the company transfer somehow the documents for formal representation directly to me, so I have to deal with that. Other option was they to pay and to deduct my wages. Thanks in advance to anyone who can help
  • Unfortunately in parking land, stopping-waiting-parking are all the same. Originally it was to improve traffic flow so all 3 would have obstructed the flow. Now its all about money and they carry on and use the same language.

  • I'm not sure how long I was there, definitely was more than 10min and less than 30min but don't know exactly. Anyway on the PCN the described time is about 7-8 min. Any ideas?
