    Stop = stopping for a few seconds (IE to let someone out/in, regardless of if the engine is on or off).
    Parking = stopping for an extended period.

    From the sounds of it the op "stopped" for an extended period.

  • Obviously I learned different highway code, because parking= no driver in the vehicle, stop= there is driver in the vehicle. From your description for stopping for few seconds that's mine that when you're stuck in the traffic basically you parked and could be charged . Anyway I couldn't find anyway in the highway code where is written if you stop somewhere how long could be the time for that , so if there's no described time that's mine that till the time when you're sitting on your vehicle it's NOT Parked.

    But the restriction is 'no waiting' so yes, it is the same contravention whether you are sitting in the car or not.

    Either pay it or get help from pepipoo to appeal it. But forget your argument about 'not parked' as it doesn't have a hope (sorry). And also the Highway Code is NOT part of the legislation for PCNs so it's no help to you to quote the Highway Code at all.

  • Rule 238 if the highway code states:

    You MUST NOT wait or park on yellow lines during the times of operation shown on nearby time plates (or zone entry signs if in a Controlled Parking Zone)

    At the very least you were 'waiting'. Maybe the possible 'missing' time plates can be the basis of an appeal.

    OP i feel your pain. Although this may not apply directly to you,there are many locations which have waiting/parking restrictions and so how are the people or businesses who inhabit those areas supposed to trade/receive services/take deliveries etc?

    Are such drivers supposed to rely on the good will of CEOs and similar who are often driven by targets or do they simply drive away and not provide that service because they cannot stop? Clearly a solution has to be found..
    Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..
