Who is responsible for Gutter Pipe to Sewer

I live in the middle of 6 terraced houses. There is guttering which runs along all of the houses into the middle - one single down pipe between my house and next door. This then continues underground to a [what looks like] a big sewer pipe which runs under my garden out to the middle of the road.
We have been having damp problems in the cellar and a builder dug down to the foundations of the house where the down pipe is and has exposed a major leak in the 'sewer' pipe the down pipe is connected to.
He needs to dry out the brick and then point the walls and fix the leak before returning the soil he's removed.

I have three questions:
1) Who is responsible for the 'sewer' pipe?
2) Can I also get the money it has cost for the builder?
3) Can I claim for damp repairs for the house which were caused by this?

    Does the affected part of the drain (it's not a sewer) serve other properties, or just your own?
    if it's the water utility's responsibility, then you cannot 'claim' anything, you should have asked them to do the work rather than your builder.
