I've heard that expression and also p!ssed on your strawberries-both are vulgar but I wouldn't be offended.

Yes, I think vulgar is the word.

My brother is coming to visit, from other side of country, and invited me and OH out for a meal. OH used this expression to a friend of his who asked if he was going out with the lads - 'i was but missus p!ss'd on my chips'.

I really took offense he would talk about me like that, especially in circumstances we have (dad ill, brother coming to visit).

He said I'm reading more into it, but don't speak in vulgar language and don't like he is referring to me that way.
I think you are reading more into it than was meant. He obviously knew you were listening, so meant you to hear it.

Just a lads thing, I wouldn't worry about it, I can understand your OH's POV.

The full saying is 'cut your cloth according to your means' ie don't spend what you haven't got.
Where i'm from they say cut your coat according to your cloth (means the same thing though)-my mum used to say it alot.

I get it now! OPs OH was going to make arrangements with mates and backed out - blamed OP by saying she had '!!!!!! on his chips'!
ie - he shifted the blame onto OP in a very vulgar way!
Slap his legs or put him on the naughty step!
My OH often blames me if he doesnt want to go on a 'lads night out'! tells them 'The missus wont let me out of the cage - cant go'!

It sounds like he was just having a bit of a 'laddy' conversation and rather then having to get into the ins and outs of why he couldn't go out he just said basically - 'sorry, missus won't let me'. If my OH said it about me I'd just think he was taking the mick - wouldn't be offended, no.

Now I get it! :o I would be very angry if my husband used such an expression.

That could be it. I know he hasn't discussed dad's illness with his mates so might be a way round it. I find it so vulgar, and shocked those words would come out, about me.....

but it's figurative speech (as you knew) - it's not really "about you" at all.

I've heard it many times and wouldn't be overly offended. It can also depend on context, as can more polite phrasing. If my OH said I'd ruined his fun he might mean it in a jokey way, or he could be really annoyed. I'd be more offended by my OH being annoyed using nicer words than by him using that expression in a jokey way
