    Although you have paid, technically they can open a dispute for NPB. And it may even close with you being given a strike, if this happens then you need to appeal with the original paypal transaction ID. Better still, if they have a NPB case open, see if you can respond to it with the transaction ID.

    I was under the impression the seller had already opened a cancellation request?
    In which case they can no longer open a NPB. :)

    Oh sorry missed that.

    OP if you don't decline the request (if that's what you want to do) then the seller will get their fees back.

    As starrybee has pointed out, as you have had a cancellation opened on you, it cannot change to a NPB.
