Contact them - preferably in writing.
State that you are informing them that the data they hold is incorrect and that under the Data Protection Act, they have a duty to ensure the data they keep is accurate, up to date and relevant. Request that they change their records (ie delete your phone number).
If the dont comply, you can then file a complaint with the ICO.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
Would it be possible just to simply tell your parents to contact Virgin media? Then when they contact them as the account holders they can get your number removed. (At some point the number must have been added to the account)0

Ask Vodafone to block the number for you. Tell them it's a nuisance call they will have a record of all calls.I think the surest sign that intelligent life exists elsewhere in the universe is that none of it has tried to contact us.0

Or each time they ring have some fund with them0

I find that if you tell them to hang on for a second then put the phone down and go about the rest of your life they eventually get fed up and go away. Do it often enough and they might get the message.0

Bit awkward doing that on a mobile though.0

Well the OP or parents must have handed out the number in the first place, so someone thought it a good idea at the time.0
