It may have escaped your notice, but even the police must obey the law even if they do try to bluff it at times! No, a TV with the tuner still in it is perfectly legal without a licence as long as it's not connected to an aerial. Without an aerial it's not installed for watching live broadcasts, and it's the installation of a receiver which requires the licence. Again, that's a fact of law, not just TV Licencing propaganda.

I think you're right - I had it in my head that the law just covered use as a TV receiver, but on checking I see that it actually covers installation or use. In which case connecting it to the Virgin set top box probably counts as installing it as a TV receiver.I don't think you would get away with the set up in the last paragraph. If it came to court.0
