Tax Credit - Not updating address change for a long time

Hi,

Do you have any comment about this statement in the inland revenue website.

"You're subject to immigration control - when can you get tax credits?
-You have a partner (My friends partner has ILR )

You can get tax credits if you have a partner in the UK who:
isn't subject to immigration control"

*** I thought that tax credit is not counted towards public funds and also applying as a couple.

Also regarding bank statements, only income i i receive is my salary which is about 1000 per month. Absolutely nothing else ever since i start working full time last year

Did they contact you on phone on some other day and given you an appointment or send a letter to your address.

So far he has not filled any forms as we believe even if they had sent some forms might have been posted to his old address(the address given four years back)
