Can you clarify, forget the application form we are asking about the tenancy agreement which is a legally binding contract. Does it say anything about keeping only two pets? Read it again carefully. Also check the website and any other paperwork, did you miss anything about pets and apply for a place you should not have?

If anything more is said verbally ask the housing officer politely to put her concerns into writing explaining to you what covenants you are breaching. Don't get into a discussion or debate about it, just politely repeat your request whatever she says.
