firstly you can not delete the administrator account. however, you can rename the admin to fred, so fred is actually the administrator. Then create a new account called administrator and kill the rights to this new administrator, who in really is just a user called administrator.
Personally I would change every p/w to 123 then go in on safe mode and delete all the accounts, even the administrator one. There should be an account it wll not delete and that is the real admin.0 -

boot into it on safe mode. just delete them all. you will probably get a message like "are you sure" and you say yes, and when you look again, the account is still there.
The one left is the admin, and if it does not work , there is always a clean install, but use magicjellybean to get the s/n before wiping.0 -
Not quite sure how I did it but just found the administrator accounts ( there are 2) so have deleted the other 2 accounts that had limited access,do you think this will now suffice ?0

you are in safe mode?, as this gives extra privileges. delete all of them, be brave, as after one will still remain.
If one is called administrator and the other is administrators , then it was probably part of a network in a domain. delete0
