password-protecting a JPEG file?

I would like to password-protect some documents that I have scanned onto my computer. The scanned documents are showing as JPEGs. I often password-protect Word documents, and it is relatively easy (ie. just go to Tools, Options, Security, etc and put a password in) but I can't seem to find any way of password-protecting a JPEG.

Would I need to go out and buy some extra software that would allow me to do this?

I have tried just password protecting a folder, with a view to then putting the JPEGS in there, but that didn't seem to work very well.

(I use Windows XP and i think it is the professional version, but not 100% sure, if that makes a difference?)
