Another vote for how great electric blankets are. They seem to have a fuddy duddy reputation, but they're great, cost peanuts to buy and peanuts to run. Ours cost £20 from Tesco a couple of years ago, a Silent night double. Specs say 90W, so costs a max of about 1.2p/h, but, like others, ours is only on for 30 mins before bed - so a warm bed for about a ha'penny. When we did leave it on low on a cold night, we both woke up much too hot. We put a double on a King sized bed - works fine. We generally don't have any heating in the bedrooms except when really cold outside - can't stand warm/hot bedrooms, but getting into a warm bed, as opposed to a room temperature bed, is really pleasant.0

I used to love my electric blanket! Miss that thing.
I'm not sure the costs myself but I'd suggest having extra blankets on top to keep you warm.
