need advice - subletting

Hello first post on here just need some advice about subletting. I live in a rented home with my boyfriend and two cats and my best friend found herself homeless couple of months ago, in a very kind act I let her stay in my spare room for afew months,till she gets on her feet. Not paying us just cleaning up and getting afew groceries in now and then. Its working out good so I asked my landlord is she could move in officially on the books paying rent etc. they said she has to put a deposit down and pay admin fees to our letting agency and aslong as,application goes through she can do this and we can split everything three ways as me and my boyfriend can save for a deposit on a home eaiser.
I'm I right in saying this is all legal? I'm not illegal subletting am I? Its just j nosey neighbour works for council who deals with catching illegal subletting in council properties and disability badge misuse. I may just be paranoid but I feel like he's making out I'm illegal subletting just from a brief convosation we had the otherday. Any advice much appriciated!!

Don't worry, you are doing everything right.
At the moment you have a freind staying, not tenant.
The landlord is happy for an extra person, subject the conditions.
