Are you sure you read your meter correctly for the standby reading? I'd agree that 240W (0.24kW) is about right for when the tv is on, but I'd expect only around 2W (0.002kW, costing 0.02p/h) when on standby.
Not sure what you are reading off your meter, but if it's kW, it's an instantaneous power reading, and if it's kWh, it's an energy reading of the energy used over a period of time.0
