I wonder if DR+ even know who the ultimate landowner is? They could be several stages removed from who actually hired the PPC. You could have (say) a supermarket, then a managing agent (someone like Savilles) and then the actual landowner, which could even be something like a large pension fund or an Oxbridge college. These colleges own a surprising amount of real estate throughout the land.
