Charged for suspended service

prehaps this is my fault for not understanding but, nildram suspended my internet service because i hadent payed one month due to getting a new job i thought nothing of it and left it as this for 3 months i now phoned up to get it put back on and they say i owe them £103, is this right can they charge me for internet access when i havent been able to use it because they blocked me ?

unless you actually cancelled the service, then broadband would be active, and therefore they still need to pay BT wholesale - which i doubt no company would be prepared to do for free0
