for my neighbour, they have just moved in and don't really need tv or phone, just the internet, anyone know which would be best, they want a fixed price per month without any extra charges, thanks. they will be using to browse, and use sky go

Do an exchange search on https://www.samknows.com for the available LLU providers. There is no 'cheapest', it depends what exchange you are on.

Streaming with Sky Go will eat bandwidth like there's no tomorrow. I'd factor this into account when buying your package.

no but a dongle probably wouldn't be the best solution. A fixed line broadband deal around 20gb - 50gb would give plenty of bandwidth for streaming each month. If you go for a dongle with (for example 2gb - 3gb) and you exceed this limit, you will pay a hefty fee for each extra gb that is used.
