    Unless a TfL bus service, buses usually enforce fare evasion in a civil manner and through the County Courts. The difference being that TfL have their own Byelaws, as do railways, whereas I dividual bus operators don't.

    A lot of the time, it's a passenger's actions that are enough to prove fare evasion, and no comments don't work. Lets not forget, anything recorded before an interview can also be used used in court as evidence, for example, if a person says they have no money....no comment just serves to aid the prosecutor as they obviously couldn't have bought a ticket at the time. Most innocent parties are all to willing to profess this, where the guilty ones tend to go no comment.

    Regarding staff being sacked, this is another reason why most staff don't exercise their full powers. Where a police officer won't be sacked and deals with arrest on a daily basis, rail staff don't as its not their job in the most part, and managers would rather a scape giat than some bad publicity.
