A supplier doesn't get charged because the distributor doesn't see them as liable prior to their registration date.

So, for a shipperless site, your chosen supplier simply won't care. The distributor has list out so could seek to recover costs but I would be very wary of this as they may not charge what a supplier would and given they would have received a cost price from the supplier...why should you pay more for them to profit more than they would have?

In elec, I've seen plenty of these until the industry prevented these "one shots" and distributors never charged...it was far too complicated as there doesn't appear yo be specific legislation to govern it.

Not sure on gas.

To the poster who's lawyer has told them 13 months...that's incorrect. Its 12 for the billing code (which distributors are not signed onto anyway) and 12 months for Ofgem's directive. However, distributors were not subject to these decisions so could use the state of limitations however given its such a grey area, Ofgem support could be obtained to stick to 12 I reckon.
