Borris Island is unfeasable, it will never get up and running, the simple reason is that the airspace around london is not configured to drop a "Heathrow" style hub to the east of london.
Such an airport would eat into the current operations of London City, Biggin Hill and Southend airports (all privately run airports with their own business concerns) as well as impinging on the Amsterdam Fir.
I could go into some really dull boring techy stuff regarding entry/exit from the London TMA (bit of airspace above london for holding/processing all the inbound traffic) and rights of access to controlled airspace, but suffice to say it would require a complete redesign of all of the airspace around that area of london as well as some pretty tricky international agreements.
Head of Nats has recently stated that "Borris Island" is a pants on head stupid idea (more diplomatically than that). Honestly the prospect of the new airport shouldn't even factor into your decision on where to buy.
Regarding the Current operation at Southend Airport, looking at the charts and their prefered departure routes, I would visit the area your looking at buying in when their current scheduled flights are due to go/land (should be able to view on their website). If the noise of those aircraft don't bother you then go ahead. From the look of the operation it looks like they climb to fairly high enroute levels pretty quickly off of the deck.0 -
Not sure how familiar you are with the areas, so just putting my 2p in!
If you're choosing between Leigh on Sea and Westcliff, Leigh has the nicer reputation by far. Looked into moving there myself once. Very, very popular and desirable atm. Very pricey too though! South of London Road is generally considered the more desirable part.
Rumours of a larger airport wouldn't put me off. Would be decades away, I expect. I'd have thought extending somewhere like Manston Airport, Kent would make more sense than Southend - although I think they ended up ruling that out a while back (my BIL used to work there).

I wouldn't worry about Boris Island, however do take into account potential expansion of Southend Airport. I can hear the Easyjet planes early in the morning from where I live in Westcliff. Doesn't bother me at the moment because they are pretty quiet and I'm not underneath them but maybe if they bring in bigger planes it will. Also, there have been a lot of complaints from residents in Leigh who are directly under the flightpath and badly affected by aircraft noise. Have a look at the letters page in the Southend Echo for an idea - there are generally a few airport complaints each week in there. I would recommend checking out any area where you are considering living between 6.30 and 7.30 am as that seems to be when the aircraft activity is at its most intense at the moment.0
