ISA Changes afoot for 2006

I read somewhere that there was a statement in the chancellor's budget that stocks & shares ISAs will be able to hold shares in commercial property from April 6 2006. But I can't find any confirmation of this. Did I dream it? Anyone know of a link to it.

Also does anyone know what a "Stakeholder ISA" is? I keep reading about how this has replaced the CAT mark. But what on earch is it?

Now this is where it would be really nice to have a facility to move this to the right sub-board. I suppose a kind moderator may drop by to do this for me though.

The change that I am acting on first is that Mini Shares ISA's are now £4k instead of £3k.
