Free travel pass for COPD sufferer?

Does anyone know if my friend, who has severe COPD, is likely to be successful in claiming a free travel pass? She's 53.

UPDATE................Just to let you know that my friend did in fact get her free travel pass.

She was not in receipt of HRM DLA when she applied, but it was awarded to her while she was waiting to hear about the travel pass.

Good result that she's very happy about.
