Free travel pass for COPD sufferer?

Does anyone know if my friend, who has severe COPD, is likely to be successful in claiming a free travel pass? She's 53.

Hey.
It is worth applying anyway and not just relying on your friends Local Authority criterion ALONE as this is merely just a generic guide.
There are conditions that ARE considered at their discretion.
As an example, I have had one since 2008 and got mine for Mental Conditions and it did not state on their qualifying list (on web-site) about Mental Conditions. Yet, on their actual form.. There was a box you could have stamped by your Doctor or Local Mental Health Team.
Now, they stopped this after a while but there was a way around this. Because for those on High Rate Care automatically are entitled to a Mobility Bus Pass anyway (with the "+1"). Also, you can get a Blue Badge for certain Mental Conditions and those who have a Blue Badge are also entitled to a Mobility Bus Pass straight away.
Your friend would have to explain on the form how difficult it is for her to walk and that she gets extremely breathless because of the C.O.P.D.
Try.
All they can do is say "No".

I have C.O.P.D and scoliosis and have a free travel pass. Some days I cant get out because of my breathing problems so a bus pass is very handy on my better days0
