Excel in Peel centre - new wheeze

Hello,
Noticed the other day that Excel have installed an ANPR system (or say they are/have), and you need to put your reg in the machine.
It's a right pain in the neck, I remember mine, but there isn't a lot of machines in that car park, and the majority of people were having to trot back to their car to remember the numberplate.
Having ignored Excel twice regarding parking tickets (one got lost behind dashboard, the other was my fault, I forgot), and them leaving me alone after 6 months of ignored threats, I wonder what the motivation here is, especially with the new rules in place, and the fact they've never won a case.
1) Maybe they're cutting costs and getting rid of the patrol dudes.
2) Do they think this will increase the target area - so instead of the patrol ejits missing people, this will catch everyone?
3) Will it make the new rules easier to uphold? (surely though we'd still be in the same position and defending a dodgy breach of contract)
4) Will it rather cynically increase the chances of people putting in the wrong reg?
I was thinking initially it was just to stop people swapping tickets, but then I noticed the ANPR side of it...curious.
Surely these cameras will cop you coming in too, so what if you're just dropping someone off? Will it still try to invoice you?
Does it really matter anyway, as it's all a toothless con?

what ever the reason i am sure it will be for their benefit, they must have been in league with parking spy who do the same, nearby at aldi on newbridge lane, i have insider knowledge from my patch (the peel centre, stockport) that excel check this forum daily,perhaps they would like to comment about this and why they have not as instructed by the judge altered their signs???,ah well i suppose the pope will get married first,,must go and see these new cameras and smile nicely at them.?0

They are increasing the number of 'contraventions' so they can increase the potential number of tickets they dish out.
Anyone believing anything other than this needs to have a word with themselves!!

I was talking to a girl in NEXT the other day, and she was interested to know about the unenforceability thing. Surprising how many people just pay up.
I few weeks ago I saw a guy on the road outside 'Dreams' with a banner about how they've ripped him off - the devil in me loves people like that - and it inspired me somewhat.
Maybe though instead of people sitting there with a "IF YOU'VE HAD A TICKET FROM THE PEEL CENTRE COME AND SEE MY AND I'LL TELL YOU WHY YOU DON'T NEED TO PAY" banner, I wondered how much one of those shops opposite would cost to rent for a year - they're terribly run down anyway.
You could adorn it with a massive sign such as the above...:D

Have they changed the signs yet (they always claimed to have CCTV)?
Remember this is what they failed on in court, so if they have not changed them then they won't be making a return trip. I suspect that this site harvests less than the 'normal' 65% take up on issue of the 'tickets' due to the adverse publicity.
The changes here and over the rest of Stockport are at the behest of our lovely council, which rejected the shopkeepers request for 'exit barrier' CP's, in favour of the PPC friendly version.0
