Sorry, but the above is wrong.
Once the meter is changed they will need to run safety checks on the electrics and will need access to the house to do this.this is correct. a polarity test is required
This is incorrect. All meter have the same supply/load terminal layout and it would be very difficult to change the meter incorrectly, as the meter tails are not disturbed.
No safety check or access to the property has been required each time that our meter has been changed. Blue text on this forum usually signifies hyperlinks, so click on them!..:wall:0 -
You can change an outside meter with no one present as long as the load is under a certain amount but it's not something I tend to do. As mentioned you can't be sure what you are turning off.0

this obviously varies between companies as we would never do any work without doing a polarity test before and after0

A normal meter change does not usually require the tails to be changed but meter fitters are obviously trained to cope with such situations.
I have witnessed at least three meter changes where no testing was done and no access to the property was required. The fitters tools were a screwdriver, wire cutters and some red/black nyloc cable ties for identifying the tails. The previous fitter had marked the tails with paint. Blue text on this forum usually signifies hyperlinks, so click on them!..:wall:0 -

wow no testing at all ?
how would they know if polarity was right ?
how would they know if they where fitting a meter with a bypass in place such as a switched neutral ?
i certainly would not want any of my seals on anything that i hadnt tested.
the company i work for if you didnt do any testing and something came to light such as a live neutral reverse and you have sealed it up then your looking for a new job0
