If he has a driving licence - what address is on it/ Is he living there?
If not it is of no use to him.
    Same with HMRC correspondence.

jonesMUFCforever is right. He will need a perm address to apply otherwise this could be seen as possible fraud!

you can easily get all kinds of credit without being on the ER! It helps if you have a landline at home in your name and established credit
  • It may be worth trying with Metro Bank if in the London area. They profess to open accounts on the basis of ID. See https://www.metrobankonline.co.uk/Global/NEW%20WEBSITE%20FILES/Personal/Opening%20an%20account%20with%20Metro%20Bank%2024%20Oct%2011.pdf

  • Thanks for your replies everyone :)

My bro would love to be on the er, but simply has no permanent address that he can use :( Our dad allows him to use his address for mail purposes, but our dad too scared of being fined for adding him to his address for the er purposes (due to the large writing on the form that he has to sign stating that false info will lead to prosecution etc!).

Not sure why everyone is recommending you tell him not to bother applying - he should be accepted for a basic account no bother as long as he has the appropriate identification.

It would, however, be best to get on the electoral roll anyway. It's free and easy to get registered and not only does it mean he'll be more likely to get credit, it means he'll be able to vote too, which is kind of a big deal.

And don't worry about him registering at your Dad's address. If that's the closest thing he has to a stable address then it won't be an issue.
