Opening a bank account but not on electoral register?

Just wondering if there was any point in my bro applying? He's been without a permanent home for the past few years, dossing down with friends etc, therefore is not on the electoral register anywhere.

He has some proof of id - driving licence, hmrc letters I think.

He is looking to open an account - basic or whatever he can get - but I advised him he may have trouble doing so.

Can anyone advise any banks that may be able to help?

    I wouldn't apply without being on the Electoral Roll.

    It costs nothing, apart from your time, to get on the ER.

    Costs you a search on your credit files each time you apply.

    Not being on the ER could mean a wasted search.

    Many searches in a short space of time could mean you get turned down by default on subsequent applications.

    Im not on the ER and managed to get a full account with an offline debit card, OD, cheque book etc. So it is possible!

    My bro would love to be on the er, but simply has no permanent address that he can use :( Our dad allows him to use his address for mail purposes, but our dad too scared of being fined for adding him to his address for the er purposes (due to the large writing on the form that he has to sign stating that false info will lead to prosecution etc!).

  • If he has a driving licence - what address is on it/ Is he living there?
    If not it is of no use to him.
    Same with HMRC correspondence.
