The sites claim to be legal but they are simply pirating music and charging for it, the copyright owners don't see a penny. The specific site you linked is being sued by the RIAA for over $ 1 trillion the BPI are preparing to sue them and Russia is being denied membership of the WTO purely because of allowing these sites to operate.

No probs, unless you specifically looked it up you wouldn't realise it was a pretty dodgy site. I'm sure most of their custom comes from people who think they are getting a real bargain and paying money to the legitimate people.
