Is the Ebay account a business account or your own personal account?

Nail ... head. IMHO opinion this is critical.

I don't think this is critical. I think what is critical is whether the Ebay account is the same business as the OP's other line of work. It could be possible to have two completely separate companies one on Ebay and one thorough a physical shop.

However if the accounts are handled in the same way (i.e through the same tax return, business bank account etc) then they would be the same company.

Customer paid by Visa debit. what is the situation with a chargeback ?
Does this mean his card company can simply reverse the transaction ?

They can ask their card issuer to initiate a chargeback, if the card issuer agree then they basically contact the bank providing you with the merchant account for which your card payments are processed in to before transferred after x days to your main business account. When they contact the merchant bank they present their clients case and the merchant bank contact you for a defence. Your merchant bank then either agree to the chargeback request or reject it and notify the requesting bank of their decision.

Chargebacks for goods not received are straight forward ie you present proof of postage or delivery and a chargeback may be declined.

However, your merchant bank are not a court and are not there to resolve your disputes, merely deal with facts. So if you respond simply with your delivery signature and explaining you have fulfilled the contract it is likely the chargeback will go in your favour.

This doesn't have any legal standing though. A court decides who is right and wrong.

Trading standards say i have to abide by the DSR's.. as I have traded on EBAY fairly frequently over the years, albeit with personal items, I understand that as it all shows on my tax returns I have to consider myself and my business a distance seller. Regardless of that, I think my customer is exploiting this legislation and I still intend to do all I can to avoid being lumbered with an expensive and unwanted return.
