I had an email from Royal Mail this morning after I told them they hadn't answered the question.
You qualify for the discounted stamps if you receive either the pension savings credit or the pension guarantee credit.

I hope this helps anyone else who might have been asking the same question on Twitter and not finding the correct answer.
    Don't mess with pensioners.

I would just like to add a comment to this thread that you may not have thought about.....one of the qualifiying conditions for the stamps is that you must provide a letter from the DWP.

There are howls of anguish on this and other forums from people who cant get there benefit paid on time - how on earth are they going to get letters sent out to everyone who requests them at the same time as trying to deal with benefit claims ??

They don't need special letters - only ones that prove the person receives the benefits concerned. These are usually sent to everyone on benefits when they change or annually in April.

How do you prove you are on the qualifying benefit. I'm on ESA but the only up to letter I have is from 2010!

So ESA didn't go up with all other benefits in April, and you didn't have a letter about it telling you the new rate?

Suppose you won't be able to get cheap stamps.

Everyone who qualifies for pension credit gets a detailed letter from the DWP telling them they have qualified and giving a breakdown of figures. I will take the last letter we received to the Post Office tomorrow and buy some cheaper stamps.
