Checking reason for a flight delay

Air France said that a recent delay was caused by an unexpected technical problem and so was an "exceptional circumstance". Is there any database or on-line resource that enables one to check this?
In this case, a two-hour delay on a London-Paris flight meant missing a long-haul connection and a wait of 19 hours. Can one argue that the airline could/should have put the passenger on to a flight to Paris operated by another carrier in order to make the connection?
The delayed flight was AF 1981 on 24 September (LHR - CDG).

You could indeed ask the airline to re-route you but they are under no obligation to do so. One presumes that your total journey was made on a single PNR, that being the case the fact that the delay ensured you misconnected to your second flight leading to an overall delay in excess of 3 hours means you have a claim for delay compensation against AF.
