I'm pretty impressed you have a bank manager. Using one of the big high street banks I find there are so many managers about the place I rarely get to see the same one twice and none of them know me. I can't see myself asking them to check such a detailed document as a tenancy agreement, I suspect their eyes would glaze over by page two. Besides what has the bank manager got to do with it? It's the tenants who need to be sure you have given them an identical version. Also it's not going to be any good if it's stamped copy, so entirely reasonable for them to want an original.
You seem very suspicious of them yet consider them unreasonable when they in turn are suspicious of you. You accuse them of lying "they tried to get it by lying to me the day before saying that they were at the council offices and that they need the original agreement in order to get their free parking permit, the council say this is not neccessary" - maybe they picked up on your attitude and it makes them think you are dodgy? If they were hell bent on fraud they'd fake documents and would not have let you in to the property five days after the tenancy started to go through the inventory.
Maybe you should calm down and face the real actual problems if and when they arise. Remember they passed referencing to your satisfaction and so far rent has been paid and they let you into the property when you asked. Still the curtains do indicate a nefarious plot.0 -

OP - your T is acting reasonably with regards to the tenancy agreement
( and this is an area on which so many LAs also fail to act properly)
The usual procedure is that *two* identical copies of the agreement are prepared - the Original and the Counterpart, and both are signed in ink by both parties (and witnessed, if preferred)
The Original is then handed to the T and the Counterpart should be retained by the LL/LA. None of this "we'll send you a photocopy in the post next week" malarkey0 -
Yes: Sounds like tenants are being normal & landlord is being weird not providing signed original (why no print two copies & both sign both)
But getting other people into the country? Very suspicious... a couple of inspections due perhaps0
