Would any Portable Radio pick up English speaking programmes abroad ie Europe or USA?

Yes if the station broadcasts in English, I can get French , Dutch, German speaking stations in the UK on my portable

You can get the BBC World Service more or less anywhere. Just make sure you have a radio that has more than FM reception - ie medium, short and long wave would be ideal. Even some very cheap sets will offer this.0 -
An analogue radio would work best in the USA as here the FM stations tend to broadcast increments of 0.2MHz.
That way you can just adjust the dial until you get the best sound, rather than one where you can only select the frequency digitally.0 -

AS A. Badger says the BBC World Service can be heard in most countries, check their web site at www.bbc.co.uk/worldservice/programmeguide/ - type the city your visiting and it will give you the frequency to listen on.0

With a shortwave radio you can get BBC World Service just about anywhere - it is a total lifeline if you are ever sick in a third-world hospital or hotel, shivers and sweats and pain and loneliness and suddenly feeling a million miles from all that is right and good. Lilliburlero connects you to home in a heartbeat, you know that London still exists, makes the world of difference.
VOA also have some decent programming, but the clipped accents on BBC WS make it my winner for sure.0 -
If, by English-speaking programmes, the OP means the regular fare throughout the UK - Radios 1 thru 4, Classic FM, Capital FM and the like - then no, these are transmitted from transmitters local to the UK, which don't have the range to reach anything other than the nearest European countries (the West of France, Holland, etc), and which absolutely will not be reachable from the USA.0
