Karoo Monopoly

Does anybody know why and how Karoo are getting away with having a monopoly over Hull and wont let any other company provide phone and internet services? Surely they cant get away with this? Has anyone found out a way to get around it because they charge a lot more than other companies and it doesnt seem fair?
