Phone Halifax and ask them to make you an appointment with a Money Management/Helping Hand bod at your local branch. They'll send you out a leaflet which you'll need to fill in (and fill in honestly) with all your financial details (income, rent, debt repayments etc etc) prior to the appointment.
The bod in branch will go through your accounts with you and see where you can trim the fat and get back within your means.
If they agree that they can work a way forward with you to reduce the debt then they may agree to waive fees, refinance at better rates existing arrangements, or may even offer preferential rates to help bring you back on track.
Remember that it is a two-way process though, they will expect you to keep to your agreement and commitments - if you show lack of willing or just plain aren't willing to accept the hard fact that things must change then they'll just pull the plug.0
