pre sp2 the xp firewall was Off by default and was only an ICF.0

What you need to do is turn off the Messenger service.
Click Start > Settings > Control Panel. Choose Administrative Tools and then choose Services.
Scroll down to Messenger, right click on it and choose Stop.
Right click Messenger again, choose Properties and change Startup Type to Disabled. Hit apply and OK and you're good to go!
Once thats done, no more popups, at least not the kind you are experiencing!
If you have concerns about turning this service off, don't worry. It's usually used by network admins to inform users of impending system changes or server shutdowns/restarts.
If you're not on a network you're highly unlikely to need this service.

Forgot to say, if you need any more info as to why this is happening, do a google search for the "net send" command.

or when they do the Update to SP2 later after cleaning the PC it gets turned off by default

Unless you use Outlook Express or Outlook 2002, in which case as soon as you open them it will start up again

To prevent it starting in;
Outlook Express
On the 'Tools' menu,
click 'Options',
click the 'General' tab.
click to clear the 'Automatically log on to Windows Messenger' check box,
click 'OK'.
Outlook 2002
On the 'Tools' menu,
click 'Options',
click the 'Other' tab.
click to clear the 'Enable Instant Messaging in Microsoft Outlook' check box,
click 'OK'.
