The BPA are trying to bend their head around two of mine at the moment but have gone awfully quiet over the last couple of weeks. My respondent at the DVLA (I suspect the same person as you've been in contact with C_M) has endeavoured to bat mine back but has just had another one in return. I have another complaint in the works but it's a bit more of a biggy and I'm still putting the documents together.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

It's also being suggested, in the Pepipoo thread referred to by the OP, that many of the smaller PPCs are extremely unhappy with the BPA, and regard the whole POPLA setup as much of a waste of space as we do.
There are mutterings that some want to set up a new Trade Association in competition with the BPA. The problem is that, according to DVLA's own rules, any such organisation would have to serve a 6 month probationary period before being granted ATA status, and consequent electronic access to RK data. So in the short term at least, it's the BPA way or no way.
There's clearly a lot more fallout to come from this, and it wouldn't be surprising if the greed of some of the players (think horses and yachts) brought about the demise of the industry in its current form, in the same way clamping self-destructed.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.0 -
All that needs to be done is to wind back the clock ten years or so and have the supermarkets and retail parks supervise their own car-parks. That's how it used to be, with a barrier at the entrance to the car-park manned by an employee of the supermarket checking receipts. Or just have a pay on exit system. That way you get rid of PPCs completely.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

Or have no barriers and no ppc at all like the majority of car parks local to me. Given that POPLA (such as it is) was the quid pro quo for RK liability it's hard to imagine even the spineless DVLA recognising a trade association that didn't require its members to use POPLA.Je suis Charlie.0

So can a driver insist it goes to popla then after appeals to the company fails ?
