So she is not taking any responsibility for the situation? Has she not been watching any of the channels on their £600+/year Sky package? Is she not using any of the fancy mobile phones? Is she not using up any of the gas or electricity?poppy100 -
If this case is as suggested, much of the issue seems to revolve around the husband's reluctance to accept and adapt to the situation.
Therefore, beyond the sensible suggestions already touted, there is little that you can do, other than if you (and maybe your hubby) were invited by your friend to discuss the matter directly with the both of them, to see if you can trigger the "lightbulb moment".

They are supposed to be essential calls but then when there are children in the house I would imagine they would phone their friends and I don't know if those clls would be essential.
There are 2 free options to this, 1 is to use say msn and chat to the friends on the pc or 2 they decide to go to a friends house and spend say the afternoon there to watch a film for example.0 -
