Disabled/except tax disc (except)? - car not registered to them

Can a friend get a road tax excemption,

Here is what they have:

car insurance MOT got, up to date

Car insurance certificate

dla higher rate certificate

-car registration green form (but registered under their family members name)

so the car is NOT registered in their name, but a family member.


so can they still get a road tax disc exception / disabled one?
(on the basis that the car isn't registered to them)

I think if the family member is the named driver for the disabled person, then there's no problem.

You do realise that once the other person uses your exemption to tax the car then it can only be used for your benefit, they wont be able to use the car for their own private use.
