To apply for a free disabled tax disc, the vehicle must be either:- registered in your name
- registered in the name of someone who only uses their vehicle to help you – for example, takes you shopping

Road tax exception? - would this qualify ?
I think this is the best place to ask this, asking about a friend getting a road tax excemption,
Here is what they have:
car insurance MOT got, up to date
Car insurance certificate
dla higher rate certificate
-car registration green form (but registered under their family members name)
so the car is NOT registered in their name, but a family member.
so can they still get a road tax disc exception / disabled one?
