international roaming fees!

Hello,
i just came back from Cuba and was charged 130$ in roaming fees from Fido for only 4 MO of data! Although i had turned off my data plan, it seems my 3 year old may have turned it on accidently when we were there. Anyways, I called Fido and they aren't willing to budge even though i assured them that at no point did i ever use my phone to acces the internet.
I was wondering if the service provider has the duty to advertise the roaming costs for each country on their website, because they do not.
Anyone else have the same experience?
