I think Flyer is right. I have Windows XP SP2 and Outlook 2003 - can't see an option to export the Outlook settings.
I think Flyer needs to use the Files & Settings Transfer Wizard (Start, All Programs, Accessories, System Tools, Files & Settings Transfer Wizard).
However, I can't see an option to export the Outlook settings, so I would put the Laptop next to the PC, open Outlook on both and then compare the settings "side by side".

Try delete old account and make another exactly the same

Tried that one yesterday! I don't think there is anything wrong with the account. If I go to NTL website from my laptop, I can send and receive e mail there which proves there is nothing wrong with the account. I can only assume it is something to do with OUtlook or other settings on the laptop.Even if you are a minority of one, the truth is the truth.0
