water company owes me money

My water company (Yorkshire water) owes me £600. In 2004 i was charged for a new water pipe but just the old Lead pipe was replaced.
Me and my neighbor were both on a shared lead pipe and I was the first in line of the back to back houses.
We both dug out to the edge of the house boundary and the water company connected me to a new stop tap as the old one was connected to the lead. So both myself and the neighbor had this new supply.
In Yorkshire water policy they say it should have been replaced free of charge. I did not know until I was informed by my father last week.
Is it too later to try and claim money back from the company which shouldn't have been charged in the first place.
